REGULAR COUNCIL MEETING
January 4, 2010
7:00 pm meeting called to order with Mayor Larry D. Gum presiding. Present
were Vice Mayor Robert Bryan, Secretary Tim Hodges, Treasurer Michelle
Truitt, Council Persons John Thoroughgood and Irene Keenan. Council Person
Greg Hastings arrived at 7:15 p.m. Also in attendance were the Town
Solicitor Tempe B. Steen, Town Manager Faye Lingo, Development Coordinator
Linda Johnson, and Town Clerk Tammy Phillips. Guests -- see attached.
SECRETARY'S REPORT - Secretary Tim Hodges presented the minutes from
the December 7, 2009 council meeting for Council's approval. Bryan motioned,
Keenan seconded to approve the minutes from the December 7, 2009 council
meeting as written; Council approved unanimously.
TREASURER'S REPORT - Treasurer Michelle Truitt presented the bills
and bank balances to Council for approval. Thoroughgood motioned, Bryan
seconded to pay the bills from the designated accounts as presented; Council
approved unanimously.
GREATER MILLSBORO CHAMBER OF COMMERCE - Fran Bruce, Millsboro Chamber
of Commerce director, wished everyone a Happy New Year and looks forward to
working with the Mayor and Council in the year 2010.
MILLSBORO FIRE COMPANY - Ron O'Neal, President, presented the monthly
report. The numbers are not official yet due to some reports which have not
been logged, but the number of fire calls in 2009 was down by approximately
70 calls from the 488 last year. Unfortunately the number of EMS calls rose
by approximately 100 from the record 1900 in 2009.
Nominations and voting for all 2010 officers took place at the December
Company meeting, with Ron O'Neal and Larry Gum returning as President and
Chief respectively. Swearing in of all officers will take place at the
January meeting.
The awarding of the governments 2009 AFG (Assistance to Firefighters Grant)
has now begun after being delayed for months by computer scoring errors. The
Millsboro Fire Company submitted a grant which included new sets of Personal
Protective Gear for both Fire and EMS personnel, as well as new hanging
racks for gear storage. Funding for PPE is usually awarded to companies who
can show the need for such items over other items requested so we're hoping
to hear something concerning our grant in the first quarter of 2010.
The Delaware Volunteer Firefighters Association is concentrating on a number
of issues in 2010, those being the budget, Voter Registration and
Recruitment and Retention. Millsboro will be participating in the voter
Registration program by holding one of the three training sessions on
January 20th. We will also be involved in the Recruitment program through
our Junior Limited Committee.
One of the most challenging aspects of 2010 will be the budget issue, with
most cuts from the State and County already targeted and Further State
reductions in Grants & Aid being discussed. This puts more emphasis on
reduction of costs, conservation wherever possible and fund raising
activities.
Four of our members have enrolled in the EMT-13 full course training
sessions, beginning this evening at DSFS in Georgetown. This training is
held Monday and Wednesday evenings with day long sessions on Saturdays,
running through April 25, 2010.
MILLSBORO POLICE DEPARTMENT - Chief John K Murphy, reported training
for the police officers as follows: Sgt Lowe and Sgt. Legates attended E
Crash Training on December the 1st on the DELJIS system. Pfc. Ober and Ptlm.
Moyer attended Ethical Decision Making on December 8th at the DSPTA. Sgt.
Legates, Cpl. Wheatley, Pfc. Berrios, Pfc. Doughty, Pfc. Morris, Ptlm. Moyer
attended D.A.R.T. training on December 10th at MPD. Sgt. Legates and Cpl.
Wheatley attended Glock Armorer training on December 17th in Fredericksburg,
VA. This will allow Legates and Wheatley to repair the department's weapons.
The department had firearms qualification on December 16th; all officers
received their yearly mandated training. Lt. Calloway will be presenting his
end of the year report next month. We had a checkpoint on December 26th
resulting in several arrests. Citizens Police Academy is set for January
12th , Greg Hastings has signed up and all are invited. Stats for 2009
compared to 2008 are as follows: Complaints increase by 99, Assist other
Agency decrease by 37, Traffic increase by 814, DUI increase by 16, Arrest
decrease by 128, Accidents decrease by 9, and Miles increase by 7493.
PARKS AND RECREATION DEPARTMENT - No Report STREETS DEPARTMENT - No

WATER AND SEWER DEPARTMENT - Mayor Gum, reported that CABE has
proposed approval of Wastewater, Contract D, Change Order No. 1, for the
deduction of 4 bypass contractors in MCC 4, the deduction of a single
variable frequency drive MCC 4 and the addition of Ethernet connectivity in
MCC 4. This will result in a savings of $ 17,765.50. Thoroughgood motioned,
Bryan seconded to approve the change order as presented. Council approved
unanimously.
MAYOR'S REPORT - Mayor Gum appointed a committee to review the Del
Point development agreement and site plan and to come back to Council with a
recommendation. The committee appointed is Bob Bryan-Chairman, Michelle
Truitt and Tim Hodges.
7:19 p.m, meeting adjourned Thoroughgood motioned and Truitt seconded to
adjourn the council meeting. Council approved unanimously.
